I can't speak to that area, I've never been there but during the summer months about the only thing I could catch at Tybee Island off the surf was little blacktip sharks and sting rays save for an occasional catfish and whiting. I'm not very skilled at salt water fishing however, about all I ever did was bottom fish.

Don't paddle out to get your bait past the sand bars. More headache then anything. Getting back you will definitely flip. Better off getting a long surf rod with a heavy pyramid weight and you should be able to get a bait way out past the first bar. Then get a rod stand that sticks in the sand or bring a 5' piece of pvc to hold the rod.
