Interesting you mention that a 28 gauge is the best patterning. I was taught something similar, that a 16 gauge is the best patterning. Something about the shot being a nearly perfect square in the shell. I forget exactly what it was. Nothing scientific.

We always started with 20 gauges and then around 12 years old switched to 12 gauges, never looked back.

squirrel and rabbits....grab whatever lead shot they have and it'll do. I wouldn't get too hung up on it. People get hung up on duck shells and I get it but I periodically grab boxes and cases throughout the year so I have a random assortment of non-lead shot in 12 and 20 and I usually just grab some boxes and throw them in my blind bag and have never had trouble with either,

16oz in a pound. 16ga 1oz load has 1/16 lb of shot in a bore size where a lead ball that Dia weighs 1oz, same as the payload.

They used to call it a "square load" just because it all maths out neatly.

16 ga still around but shells rare as hens teeth, not sure there are any modern guns made in 16ga tho.
What was said earlier and high or low brass lead shell is fine for small game. It willbdo the job.
Gets a little more complicated for pass shooting ducks/geese then choke and shell can influence success. Anything over the decoys it doesn't really matter

THis is what my shaman told me. Take out several boxes and see which ones-

#1- cycle best if a semi
#2- pattern best

Can be different from gun to gun, even if the guns are the same model. One guy's perfect shell may be shitty in your gun.
