Yea garter was my first thought but I've never seen one with the stripes completely obscured. And it looks sort of fat for a garter. But the person who took the pic estimates that it was around 18 inches which would be long for a brown. It was taken in Mobile County, Al.

Yep eastern garter. I grew up in Louisiana and we had the vertical stripe garders but in florida they look like the picture in the OP.
