Registering a old flat boat.

Long story short, a friend gave me his grandpa's late 1970’s 12’ Quachita flat boat. The boat is old and doesn’t have a HIN or serial number. Is it even possible to get it registered with a notarized BOS or the affidavit from a justice of the peace stating ownership? Wondering whether I should just scrap it.

Ouachita boats bring back memories. My Dad had this exact boat:
I still wish I had that old Evinrude outboard.

My brother went through this process with an old boat his neighbor had sitting in the woods for the last 15 years. It wasn't a hard process once he found a justice of the peace willing to do it.

Good for him. The JOP in my parish have been completely useless. I have been trying off and on for months and am not close. Backwoods hick trash in my parish.

I wanted my Dad to repower his boat with one of those. He declined my request.

I had the same issue. I contacted Game and Fish and they assigned an HIN for the boat. The HIN had to be displayed on the boat in two locations….one at the transom. I then went to the DMV with the Game and Fish letter that assigned the HIN and the required photos of the HIN displayed on the boat. DMV was then able to register the boat.

It was pretty common in the 80s for boats to predate HINs (1972). In Georgia today the DNR would register it if you tell them it doesn't have one. You may have to send it to them in writing or not but they will register just about any hull in Georgia. Trailers are even easier. I registered one of each last year simply by sending it through the mail with no prior registration (both had been registered in Georgia 2 years earlier). About 4 weeks later the boat registration arrived in the mail with the HIN, Year, Make and manufacturer N/Ad. The trailer was easier....I told the county I could bring by and they said it wasn't necessary. When I asked why it was that simple she told me the decision had been made years ago that it was better for a stolen trailer to have a tag on it than not....that it was in the system and a record of where it was at some point in time and if an issue ever came up it made it slightly easier to run to ground. She said the property tax drove the boat registration...the counties insisted any hull in the county, stolen or not, be registered so they would know who to send the tax bill to. Every state is different but if a person was in the boat stealing business Georgia would be a good base of operation....the state simply doesn't care and will register just about anything.

In Louisiana LDWF does the registration not OMV.
There is a lot of information about registering a boat on LDWF's website. You should check it out. LDWF FAQ has this about HINs
quote:
The Hull Identification Number (HIN) is a 12-character serial number that uniquely identifies a boat. The HIN is comparable to a VIN on a car. All boats manufactured or imported on or after November 1, 1972, must bear a HIN. This HIN must be identified during the boat registration process. Vessels manufactured or imported before 1972 are EXEMPT because they often do not have a HIN.
There is a JOP in Baton Rouge off Sherwood that I have used for an affidavit of ownership on a small boat and it was pretty quick and easy.

Can it be any parish or it has to be a JOP that is in your parish?
