I'm sure you've probably already made your purchase, but if not CRKT (Columbia River Knife & Tool) makes some really nice flip folders that are within your price range.
I have a couple of them and are very good quality. Both of mine were very sharp out of the box, and after two years still able to hold a nice sharp edge.
This one is pretty big, 3.99 inch blade, but very concealable, and opens very easily with one hand.
