I think I got it narrowed down, I just want others opinions
Had an outboard sitting up, a 40 Yamaha. Cranks fine. Revs fine. When under a load, it won't go over 1200-1500 rpms and won't get on step. Launched yesterday and ran fine. Got up on step then bogged down after a minute or so and went to an idle... high speed jets?

Also, want pissing when hooked up to a hose. When I got on step it pissed but as soon as I had to idle it stopped. Assuming the impeller.

Thoughts?

Sounds like maybe a fuel issue (maybe air is getting mixed?). It revs fine and seems fine out of water because there is no load which doesn't use as much fuel.

Possible, but I would check fuel lines, in line filters, and bulb first.
Then carbs, then high pressure filters.

High speed jets it sure sounds like. Pull that carb, and soak it. Spray in carb cleaner likely won't get it done.

Non-ethanol fuel? If not, then I would recommend the following:

Carburetor cleaning spray (CRC), empty tank, fresh fuel (non-ethanol), new fuel filter, replace primer bulb, Sea Foam or Ring Free work well.

Remove the carburetor(s) and clean thoroughly.

This is the answer, had a 90 Yamaha that would have this exact issue. Clean the high speed jets and she was good to go.

Same with a 115. Don't forget to check fuel filter.

Make sure that you do not have oil in your fuel.

Its oil injected

I plan on tearing it down this weekend. Revved up fine on the muffs again today, threw up 4500 rpms but then stuck it in a 55 gallon drum and same thing, won't go above 1200

Another thing to check- fuel lines. If they're old, especially the Grey lines, ethanol will eat them and degrade the inside.

My current motor- previous owner thought it had a bad fuel pump. Fuel lines were degraded so bad I couldn't even blow compressed air through them.
