Need advice on bulkhead issue

All the recent rain has caused a couple of huge sink holes behind my bulkhead. I'm thinking of filling most of it with concrete and then putting sod over the top of it. do you think that would help?
I'm also thinking of putting French drains where the two holes are and running it parallel to the bulkhead and drain it out to the side.
Please give me your suggestions on the best way to fix this.

Put a bag of unopened quikrete in each hole and put some dirt on it

That’s a problem. It could be something deeper causing soil to escape below the bulkhead.
Even if you fill that hole with cement, it could just start eroding around the cement.

This is why you put filter fabric behind bulkheads. It keeps the soil from eroding.

Dig further back and along the bulkhead. Put down the highway fabric and fill with crushed concrete. Cover with topsoil.

As others have said you have soil passing through/under your containment
