I have never, in all of my 28 years, heard of someone registering a pirouge. We got pulled over on the river in Covington for doing donuts in a canoe with a 5.5 on it. WLF said we just couldnt go around doing donuts in the middle f the river. No LJs, whistles, or registration was brought up.
Speaking of that, would you have to have throwables, LJs, whistle, and registration if you registered your boat and had numbers on the side of it?
Tell your buddy to quit being a puss and just do it. The ticket will probably cost as much as the registration. Stupid kids.

The agents in my area would just laugh and move along at a pirogue and a trolling motor.
I've been in and out and around the water about once a week since I was 13 and only got stopped twice, neither time they ran the numbers.

If you submit just that, it might get kicked back and you get told to provide some sort of proof of ownership, which is what your dad would have to do provided the boat has not been registered before...see my previous post

You DO NOT need a type IV PFD (throwable) in your boat unless it is 16 ft - 26ft, you DO however still need a PFD in your boat for each person. Motor or not.doesn't matter.
