Home brewing, without being taxed on the end product, might be the only useful thing Carter signed, but houses with 2 or more adults are capped at 200 gallons per year, 100 gallons for single adult residences. Brewing more than 2.92 beers a day, per adult, would make you a criminal.
I've yet to meet anyone really into tobacco to hear their regulatory woes, outside of consumers getting taxed out the arse. Like you pointed out, it's not a constitutional right.
