I've used noodles, PVC pipe, plywood squares, etc. The very best I've found is these little plastic cards about 3"x3" found in the sewing section at Hobby Lobby, normally used for storing thread. Then go into the jewelry making section and find the little ziploc bags they fit snugly in. Make your Carolina rigs and wrap around the card. It has a hole to stick the hook through and little slices on each end to push the swivel end through. Either write the hook size and # test on the bag or the card. Reusable any number of times, takes up no space (put the little bags into quart or gallon ziplocs) and you can deploy them in a hurry. Works all the way up to mangrove size. For lighter pound test leaders, the little plastic cards eliminate any tangles.
For the Carolina rigs for red snapper, I just snell those and put them in intermediate sized ziplocs, then into bigger ziplocs. I have a small zippered bag like a gym bag (actually the freebies I get from my SWS subscription) that holds all the leaders, and materials I need to tie more (weights, swivels, hooks and spools of fluorocarbon)

I have one of those dense foam workout mats and cut it to fit in my milk crate. Wrap them around and stick the hook in anywhere.
