Confirm with the guide, but for all the trips I've been on, you are covered by the captain's license while fishing on his boat.

I have always had one, but I have never been asked if I had a license or asked to see my license by a captain ever.

Most charters I've been on get licenses for everyone. I think they're covered up to capacity on the boat.
