Some silicone and a few rod holders and I don't see why not

ive heard to stay away from pelican and they are unstable, but for that price, man it tough to pass up for a beginner

Yes. Get a milk crate to put behind you. Attach some PVC to it for you rod holders. Won't have as much space as a fishing kayak, but it can be fished out of.

I've fished out a Pelican Castaway 116 for going on 4 years, and while I don't recommend standing up in it in anything other than the calmest water, it handles remarkably well and is extremely stable when sitting.
I have taken it in Tampa Bay too many times to count, and just this Saturday did an 11 mile float down the Red River in it. I wouldn't hesitate to recommend a Pelican Castaway as an inexpensive option for entry-level kayakers.
Anything smaller than that, though, and you will encounter serious tracking problems. Mine does fine though. Good luck.
ETA: Yes that has to be the same hull. The lettering on the side is even the same font as mine that says "Castaway 116."

If you go with the milk crate to hold all your gear and rods, then you won't have much room for an ice chest. You'd have to put it behind the crate, which would make it a bitch to get to, or put it between your legs. Also, there is no opening in the front for extra gear/dry storage. No handles on the side to strap your paddle to, no compartment or cup holder between your legs as far as I can see from the picture.
It can still be done, just not as conveniently as with one designed for fishing.

And the fishing version of it, the Pelican Castaway 116, is only $100 more.
IMO, I would spring for the Castaway 116 because you will spend a lot of time and money modifying the Apex 116 to make it what the Castaway already comes as.

Mr. CT and I both have Pelicans (different models) and they are just great. The only thing that makes them unstable is the dumbass paddling it.
I move all around in mine, take it out in Escambia Bay in choppy water and have never had a problem.

thanks for the advice guys. after checking out the castaway i could see spending 100.00 more plus the front hatch doesnt seem to see worth a dam. im planning on installing my own hatch in the front. i look foward to the challenge and i will post pics of the process.

Mine's a lay down version not a sit down. I'm one step lazier than y'all. I win.
