No. He is not correct. It is not a blanket statement. You have to maintain steering speed, and sometimes that speed creates a wake. If you're stupid enough to tie up or stop in a canal used for navigation you need to be prepared to handle the boat traffic.
You can not just go piddlefricking around where ever you want to and expect people to accommodate you.

I went skimming with a buddy of mine and his dad in October, first cold front had just come through and it was in the lower 50s, pretty chili without a jacket. Some guy passes us while we're skimming and drops his nets right in front of us and starts skimming. My buddies picked up their nets and pulled up to his boat. When the guys in that boat came to see why we were so close to them my buddy picked up the hose from the wash down pump and soaked the shite out of them, they were pissed. My buddy's dad said.... "It's not polite to cut off someone who is skimming, yall have a good night, call me on the radio if yall need something, I'll be working here all night in front of yall." They took off and we didn't see them again.

I have known the Landry family (not well) for about 20 years. Coached several of the boys in little league and middle school including Chase. While this doesn't look smart by Chase, I've always found the family to all be good people

Chase always came off to me as sleazy on the show, in regards to the others. Showing up late, not loading gun, etc.
