With all the Tech Advancements, T&F still uses paper bibs and clothes pins.

I don't know about T&F but in cycling it is a bit of tradition and visibility. When the World Tour tried to switch to pinless number systems there was a lot of outcry because they weren't as visible which is a bigger issue in a 170+ rider field.

One other thing in amateur cycling is you can tell a noob from a not noob by the way they pin on their numbers. A noob will almost always use 4 pins at the corners pointing out from each corner. A not noob will use 6 or 8 pins and the pins are about 1/2" in from the edges and run parallel to the edge. If you get #13 you always pin at least one on upside down true for ams and pros alike. There are some race organizers that don't allow it but it is very rare.

Normal pins, a little (lot) sloppy but you can do what you want if you are leading a Grand Tour.

Riders are often superstitions, they don't like to have 13 as a race number, race on the 13th of the month, or have hotel rooms before the race that end in 13.

Cost. Those paper bibs with the chips taped on them are expensive enough

The NFL uses three dudes with sticks and a chain to measure plus a group of slow old dudes to decide how far somebody carried a ball.

I guess they could do what the wrestlers do and have their names printed on their uniforms. Here's the thing that goes against that though. These athletes start competing when they are young. Most Middle and High Schools can not be affording to devote more resources than what the bibs cost. Pins are still the surefire way to keep the bibs attached. The bibs are also just as basic as the hip numbers you always see coming off during races. They're also necessary for broadcasters to know who is who.

I'm sure we're not far away from chips being implanted in uniforms just under the front collar. AFL teams have them on the back side and broadcasters have instant access to info like distance traveled, string maps or where they've been, and other measurables coming from the data. Technically they could do it but you have many broadcasters and all of them would be knocked out of their rhythm if they had to move their eyes to a computer screen during the race. Until they figure out how to make it friendly for all you'll just have to complain about the tried and true paper bibs.

In the 2016 olympic trials, the US used smaller adhesive bibs that fit much more cleanly, but they never caught on for whatever reason.
