Wells said that it was the government's call late Tuesday to re-evaluate plans for testing the new cap, and that plans were on hold for at least 24 hours. Federal officials and the company will re-evaluate the best path forward after that time period.

Yeah, that's the frustrating thing. One, this plan has been in place for at least two weeks. I know they've been talking about it publicly at least that long and maybe the plan has been around in one form or another for longer than that. So if they had objections, why weren't they raised before now? The gov't is acting like this is something out of the clear blue.
Two, there is a weather window of about a week that they're about halfway into now. Any more delays could cause them to miss that window.

First thing to look for will be oil flowing from the choke and kill lines. They will open those first, then close the rams, then close the C & K lines one at a time.

Hmmm, not so sure this is a good thing. There are plumes coming from part of the choke line "exhaust" for lack of a better term.

Can someone explain to me what is going wrong? I see that there is oil coming from 2 places now and they have cut off most of the feeds. It looks bad

Part of that is normal. Oil should be coming out of the choke & kill lines and it is. I don't think that leak on Boa 2 is normal though.

the valve stack has 3 blind rams, top 1 is closed. the next 1 stops the choke, the last 1 stops the kill

I saw the ROV playing with a control panel that said LATCH but I don't think he was moving it. I think it's attached to the cap.
