California is working on it. I believe they actually do it to protect local products, create a unique market because the public safety aspect is hilarious.
They pride themselves in unique consumer laws, and its not for safety purposes.

A lot of that stuff is banned in most developed countries for the reasons listed. They should just slap a label on the package like cigarettes.
