I know most of you will factor in the politics, but if yall could remove the politics.. I think a lot of men get wrongfully accused of sexual assault and it is just a matter of misreading someone or a girl wakes up the next morning after a night of drinking and realizes she did something she is ashamed of so she then claims it was sexual assault (and I am not sure how often this happens, but I am sure a fair share of men have been accused of sexual harassment when this was the situation).
With that said, if this person really did just plop down next to her, put his arm around her and then just went in for tonguing her down I would say that is sexual assault. There has to be some type of verbal or non verbal communication between both parties, but if someone is thinking "she is hot. I am just going to drive in and she isn't going to tell me no" then that is sexual harassment.
She is muslim right? And she was married to the Weenie dude? She also might have a very traditional view of sex (which could explain why ole boy was showing his dick to people on twitter).
But if a situation happened in which a woman went to a man's office for strictly business and the man just sits himself right next to her and then just dives on in I would think that would be sexual harassment.
It wouldn't surprise me if a senator thought as himself as either untouchable or that any woman would be thrilled to have a moment with him. Many politicians are shite stains.
It also wouldn't surprise me if a situation was exaggerated in order to include it in a book because that type of shite sells.

I have no idea. I am just saying when it involves politics, people tend to shape their opinion on something depending on who it involves.
