Would the totalitarians be banning everything if we still had books to burn?

We are banning everything from statues of old Democrats to films like Gone with the Wind.
Would this ban/cancel culture still be so common if we had never transitioned from paper books to e-copies?

I remember someone telling me they weren't teaching cursive in schools because they didn't want people to be able to read the Declaration of Independence or Bill of Rights in the future

I feel like there was a regime that banned and burned books during the course of a major war...but I wasn't alive and did nazi it so I dunno.
