In this case, probably so. The consensus seems to be that this was a misunderstanding and rather than trying to figure out what was going on, the cop opted to go straight to arresting Schaffer. These charges are brought by the police, and it feels likely that the DA’s office will not move forward with them and they will be dropped.

The charge would get reduced for anyone. For 2nd degree assault they have to prove he intentionally used the car to injure. 4th degree is reckless assault. But for anyone else with a clean record they would just get reckless driving and some sort of pretrial diversion like an online class and no arrests for 6 months.
If 1 copy waived him through, then all charges probably get dropped for city to save face.
