I can tell you what it means, but the SJWs throwing it around have no fricking clue.

Racism (or anything) being structural and/or institutional means it is literally built into the structure of the organization or that is it "institutionalized" which by definition means: established in practice or custom or established as part of an official organization.

So an example of structural or institutional racism at a university would be blacks officially not being allowed admission.

Im sure it does bc people know that they can say whatever to cause a shitstorm on social media, people will rush to judgement and force people to resign amid the backlash, and they will deal with the consequences (if any) later bc they know they can blame "social injustice" from the past. If the media would stop giving in to everything before facts come out, this shite wouldnt happen as often.
