They keep the school open in the most extreme conditions but turn around and shut it down for way less

Some buildings on campus have burst pipes. Some others have broken boilers. Some have both
when it warms up tomorrow the water will flow from those pipes.....
they cant have kids in buildings with frozen water in the hallways and no heat.

This reminds me of when schools in Baton Rouge shut down for a week after Katrina. Katrina hit on a Monday and Baton Rouge was fine later that afternoon.
