Apparently they tried doing this in Colombia last year. When Columbia officials got wind of it they shut it down. This year it is in Trinidad & Tobago. I read an article saying that the Sex Island people claimed Trinidad & Tobago approved of the event, but when the New York Post spoke to the tourism department they said they had no idea about the event.
