If you cut it below the graft you'll never get any lemons. The rootstock used for most citrus trees isn't an actual citrus plant. You should be able to see a spot where the trunk is a different size and there's a "seam" where the graft was. At any rate, it's easier just to replace the tree. It'll take several years before it's big enough to produce. When you buy one from the nursery that's like 3' tall, pull off any small fruit/flowers. The tree should be expending energy to grow, not fruit when it's that size. A new tree in a 3gal pot should be about $20 though you can get some bigger ones. Few nurseries around BR sell any bigger than 3gal but you can get big ones at Becnel's in Belle Chase, most nurseries get there citrus from there anyway.

How to test for alive vs dead branches.

Out on a branch use you thumbnail to scratch away the bark. IF the branch under it is green or yellow and has sap flowing, it's alive.

If it's grey or light brown, it's dead.

If you're not sure, compare it with a slightly scraped branch that is definitely alive.
