Wouldn't they want to be stealthy?
I think when we think about civilizations that can do stuff like intergalactic travel, we should realize their needs, wants, and thought processes are probably light years beyond ours. We Probably can't even comprehend what level they would be on.

Being spotted by the Red Baron would pose zero threat.

Tons of people saw it and reported it, and this is a conversation between the weather service and an air traffic guy. Air traffic guy starts out skeptical and then end up basically WTF.
I observed something similar to this in south Louisiana in the fall of 1972. I was working on a shrimp boat and we would run butterfly nets at night. I had taken a couple of weeks off to go mule deer hunting, and when I came back to the boat, the captain asked me if I had a pair of binoculars. I had purchased a pair for my hunting trip, so I grabbed them out of my truck before leaving the dock. He wouldn't tell me why he wanted them and would only say, "You'll see."
Well that night we were sitting at anchor waiting on the tide when the other deckhand says, "There they are." The captain killed all of the deck lighting and directly overhead we could see a group of colored lights. The lights were at a very high altitude but were obviously well inside the atmosphere. There appeared to be six smaller lights that were grouped around a larger set of lights. The larger set appeared to remain stationary for some period of time, while the smaller lights shifted positions around it in a random pattern. There was a significant amount of separation between the lights when they were deployed around the central group. But occasionally you could see a beam of light shoot from one of the smaller lights to the larger central group of lights. That went on for maybe 30 minutes. I happened to be watching through the binoculars when all of the smaller lights looked almost like they were pulled into the larger group and then they all disappeared.
We all saw the same thing that night, but none of us could explain what it was due to the extreme altitude of the array. If I had to draw a conclusion from what I observed, I would have to say it appeared to be some type of mother ship with smaller craft deployed around it. Sounds crazy, but that's my story and I'm sticking to it.
