Why So Many "Theft" Laws on the Books in LA???

Under LA RS 14:67 there are about 20 or more, or about kinds of theft.
Why not just felony theft or misdemeanor theft?
You got livestock, timber, utilities, petroleum products, oilfield/geophysical survey/map theft/
You got oil and gas, goods, credit card fraud, firearms, I. D., cheating and swindling.
You got theft of anhydrous ammonia, business record theft, assets of aged and disabled, utility property.
Add retail, motor vehicle, copper and other metals, valor theft, shopping cart, basket and dairy case theft.
Keep on with all kinds of unauthorized uses such as supplemental nutrition assistance program benefit access devices, failing to report same, motor vehicle theft, property from the governor's mansion, unauthorized ordering of goods and services, illegal possession of stolen things. and several more.
I recall there was theft of crawfish at one time, may still be.
Why not just put a SOB in jail for stealing, period?

I dunno but I wish they'd enforce them. Here in Monroe theft is a huge problem but the police are too busy generating revenue rather than worrying about that. Speeding tickets and keeping jail cells filled with drug users brings in the money, not catching people breaking into shite.
