Why So Many "Temporary Tags" on the Road?

So I was on I-40 and noticing so many "temporary tags" as well as the county stickers (on TN tags) being ripped completely off the tag. WTF, I mean is this not a RED FLAG telling cops to pull them over?!? Or "Tag Applied For?"
Oh yeah, forgot to mention... several of the "temp tags" were expired.

Seems to be an awful lot of them floating around Shreveport. The other day I was a t a red light and the lady in front of me got out, walked to the back and checked her temp tag as it was getting ripped to shreds by the wind. I assume it was a photo copied fake.

I work in NOLA and I see a shite ton of temp tags. These aren't new cars either.

I mean, is the title so UNCLEAR that they can't get a LEGIT tag or what. I just don't get it.
Another thing you see is: if a car is broke down on the shoulder the tag is usually gone.

when you buy any used vehicle from a dealership all you get is a temporary registration and paper number plate and that's it. it takes an average of 6 weeks for the state to send you a plate and registration for it. its the states fault so many drive without plates for so long.
by contrast if you buy a car from someone or a used car lot, you go to DMV and get a registration and plate on the spot the same day.
not saying some don't fake it but the majority are riding around without plates because it takes the state over a month to mail them out

I don't know about the temp thing, but I have always been puzzled why so many drivers here remove the county sticker from their plates.
It seems like that's just asking to be pulled over.
