why not privatize a BR Loop?

In Florida, Private toll roads commonly run adjacent to public interstates. Sometimes, they diverge and sometimes they are loops.
The prices to travel vary, and it is often charged by the amount of miles you travel on the roadway.
Companies will design, finance, and build these roads, and manage them for as long as it takes. They have private gas & convenience stations on them, and limited exits & entrances. This helps with traffic flow and keeps prices down.
They work with the State to use the power of expropriation to get the right-of-way and other State powers, and then do their thing.
It’s voluntary to travel on it. If you don’t want to pay, don’t go on it.
Why would the State of Louisiana not want to contract with one of these companies to build a loop around BR? Even half a loop to go East-West?
Is there simply too much graft and corruption in the banana republic of the United States to accomplish this? Is it too expensive?
What up with this? Anyone?

Politicians line their pockets instead of making improvements
Citizens are complacent and cry against any change that could help hypothetically because they know it’ll only take money out of their pocket without any benefit in the end because politicians will line their pockets instead of making those improvements.

Probably because there is no money in it.
A southern loop could be rendered useless if they even finish i49.

I-49 will help NO-Laffy but not people going on I-12 from Florida to Texas. That is the largest portion of the traffic.

Lake Charles has a loop and they’re also the biggest booming economy in the state.

Good one baw, that's funny. These toll roads in Florida are financed by public bonds. The tolls pay the bonds off over X number of years.
These roads are always built on the premise that once all of the bonds are paid off, the tolls go away. Then they get paid off and the tolls never go away.
