Yes as long as the chain of custody is clear and as few hands as possible touch them.
Again though, I'm not here to debate election laws. I'm here to note how ridiculous of a plan keeping Covid restrictions going is to win an election. Especially when the plan is to do some sort of nefarious and complicated election rigging or something.
When just getting back to normal is a huge moral boost and should keep the economic growth rolling.
