Me too. Pretty much everytime they are actually standing in the road directing traffic they are wearing vest.

They could wear bright orange uniform shirts with reflective strips. No vest needed.

Not sure what you're getting at. What you linked doesn't change the law to make OSHA apply to state/local governments.
Having an OSHA vest, simply means the vest meets OSHA requirements for visibility. Usually neon yellow or orange with reflective tape.
Most departments, I imagine, require their officers to wear a vest while out doing prolonged traffic control/interaction.
That being said, a traffic stop usually lasts about 5-10 minutes whereas a construction worker on the side of the road is there for 1-12 hours.

What about making traffic stops? When they are beside a highway with their backs to traffic.

Then they would look like a prisoner or even worse, would make them an easy target for an active shooter stuation
