Why do state and county governments close down for everything?

Went to the library on my lunch break...nope, they closed for a hurricane that is two days out that is only going to affect us minimally (we are 100+ miles inland).
Anything for a paid vacation, I guess.

Since most government workers don't have anything to do anyway, they can close down and few people notice a difference.....
