If you had to pick one or the other to stay on, standard time would probably be the best, as far as that problem goes.

START/END school later in the day. it's not rocket surgery. but it is public school. so, there's that.
In terms of dealing with people who can't tell Standard Time from Daylight Savings Time is you have to remember that George Carlin bit that goes something like
[Think a person in your life that is of average intelligence. Then remind yourself that HALF the population is DUMBER than him/her.]

Ok, I guess you don't realize this, but in some parts of the Country, the days are very short in the winter. So if you start the school day later, then those kids who have 75-90 minute bus rides each way, would then be getting OFF of the bus in the dark, when there is even more traffic on the road. You haven't solved anything, you have made it worse.
Now, I guess you could shorten the entire school day by an hour, everybody would be fine with that, right?
