Why do car rental places have names that imply cheapness

It's really the only industry I can think of where you're getting a quality product and yet the company stresses "Budget" "Thrifty" "Dollar", etc.

Was it that a lot of these companies were founded in an era where price was the only factor (late 70's?) where as lately companies like Starbucks have found success in overcharging but enveloping the product in an "experience"?

It's not like Budget has worse cars than Enterprise - they're the same fleet essentially.

You answered your own question. If they all have the same cars cost is one of the only, if not THE only, variables left that matters. Enterprise might have slightly better customer service than your average rental car company but if someone else has a better price they will likely get my business until they screw something up.

Dollar general stores supposedly sells items like Pantene shampoo and other well known names products but has a "economical" or "cheap" name.
Therefore it isn't just the rental car industry.

Hotel industry has Budget Inn Econolodge etc.
