Cyclist in wrong 100%.
pedestrian clearly vocalized their intentions and cyclist did nothing to correct their wrong actions.
Now, for the sake of the dogs, if I was the pedestrian I would have stepped to the side once I realized the cyclist was going full douche mode so they don't potentially get hurt. Doesn't change that the cyclist was 100% wrong.

The cyclist obviously. She probably didn’t move over because the dog was being a problem. She should have stopped and gotten herself and dogs situated well before colliding with the walker.

I suspect she got tired of cyclists being crappy humans and decided this time she wasn’t moving.
And yes, she was 100% in the right. I mean, the chick on the bike is perfectly content just plowing into someone on foot.
