I live in north Alabama and commute to Birmingham or Gadsden daily. It's like a growing epidemic up here for some odd reason. I'm seeing a lot more of it nowadays. It's especially bad on divided highways, which is what I'm usually on. I'll see vehicles driving along with their high beams on totally not giving a frick about those in front of them.

Part of the reason I made sure to adjust my headlights
Id hate to have 2 beers and be pulled over for lights being too bright when I was doing everything else fine and that was the cause for him pulling him over

Someone posted the law in another post. Not all together illegal, just guidelines on when you can use them.
Also, I have daytime running lamps, head lights, and fog lights. I have turned them on maybe twice.

So it sounds like it's technically illegal to use fog lights during fair daylight hours

The light they emit is no different than a DRL, which are obviously legal. I don't see how a ticket for that only could possibly hold up in traffic court.
ETA: This is the law as written:

So unless driving with your low beams on is illegal, I don't think driving with lows and fogs on would be illegal either.

Most newer decent cars have an auto setting for your headlamps that makes it unnecessary for you to ever have to touch the controls (except to switch to high beans). The default setting for daytime running lamps (not fog lamps) is on.

My 2013 f150 does not have daytime lights
They are not required in the US, but I think they are required in Canada
Those ford drivers have to change a fuse or something to activate them
I always wondered why they don't make cars that have the lights come on with the windshield wipers
Some times it's raining but it's still bright enough outside to not kick on my auto lights

I use my brights all the time. Why not use the strongest lights? Esp in the fog.

You actually see less in fog when using your high beams due to the angle of the light beam itself. A high beam throws light more straight out, this beam hits the fog and reflects light back at you. Your low beams on the other hand angle their beam downward and thus do not reflect as much light off the fog back at you.

Amber lights below the bumper = fog lights.
Clear lights below the bumper = driving lights.
Clear lights above bumper = off road.
Clear lights on snow plow frame = Snow plowing.
Clear lights above cab = serious off road.
I been installing this shite for longer than you guys have been alive. Anything other than above wrong application.
This answers the OP question. People have their driving lights on. To further answer the question is they are on to assist visibility when the low beam headlights are on.
