I don't think they are hiding the pipe - I'd assume the point of the barrel is to prevent anyone from disconnecting their arms inside the pipe. I don't think anyone planned on actually cementing their arms inside the barrel.

Yes, I'm totally sympathetic to these peoples' cause (what is their cause exactly?) after hearing that they disrupted traffic for several hours and wasted taxpayer money.
