You are correct, in a way, but here's the unpopular truth - we need a wealth tax. No one should have a net worth of ONE BILLION (or for that matter 1/2 BILLION).
Some wrestling guy has ONE BILLION. We should tax that wealth to create jobs. He's not - he's hording his wealth as most of the uber wealthy do, or trying to find a way to cheat working people out of their jobs.

if you frick with capital gains, the middle class will be destroyed b/c that's their primary vehicle of investment. the entire point of a lower capital gains rate is to encourage investment. remove that incentive and investments become much less valuable, which is not an optimal solution for that non-rich
