You could say, that's how it SHOULD have worked, but it didn't work that way in reality.

Interesting enough, it’s only been in the last few hundred years that we’ve (English Empire and it’s colonial influences) considered January 1 to be the start of the year - that’s why President Washington has two birthdays.
