Which U.S. State would you choose to surrender to our nation's worst people?

Imagine being able to quarantine our nation's most violent criminals, gangs, hate groups, terrorists, sex offenders, and corrupt businessmen within the borders of one state. They cannot leave the state (a giant wall traps them inside) but they are allowed to do whatever they please within its borders. Basically, its total anarchy and the fate of the state is left to the criminals that we deposit within it.
Before creating this "prison state," we'd be tasked with relocating noncriminal residents, who will be allowed to choose anywhere in the U.S. to live.
The rest of America can also never visit the prison state again. Don't choose a fun vacation spot!
What state would you nominate as the American prison state?
My nomination is Nevada. I don't care about Vegas, so it's no loss to me to see it go! I like the idea of a bunch of evil bastards not being able to do anything with the brown desert that is the state of Nevada. Very quickly they will run out of food and they will have trouble accessing water from the beginning. Can you imagine the brawls to claim a sliver of the Colorado River and Lake Tahoe?

D.C. would be interesting to think about because of its small size- but to be technical, it is not a state today so you will have to choose again!
I'd be o.k. with surrending Indiana, though some part of our country's agricultural output would be hurt. It's not very big so we could adjust.

Build a wall around Seattle to the north down to Portland in the South.

You could save yourself a ton of money moving people if you use Illinois because you wouldn’t have to transfer people out of Chicago. And Illinois has nothing else to offer outside of Chicago, which is failing miserably.

Illinois sucks so bad. Outside Chicago- which is a cool city- there is nothing there to see. It is a one trick pony state.

Something small and easily contained. Also a lower population state so less liberal whackadoos get relocated. Plus a state that's no great loss for tourism. Off the top of my head, how about Rhode Island?
