I'm not sure how they get away with it. I guess they are a small fry, and it would cost more to take them to court, then they would get back after winning.

We have serial down-voters, ignore it. When you get to around 75% down-votes to 25% up-votes, you need to accept the fact that you said something stupid and apologize to the board. That's the rules.
