Why isn’t “super dangerous bloods and crips” Chattanooga on that most dangerous city list?

so, I think zip is way off here, just to clarify
like i said, NBR is something i can't speak on, but I'm intimately familiar with Chattanooga and pretty much all of Tennessee
Chattanooga has some really bad areas, but the city is really small (Huntsville size)
there are some areas that are worth avoiding at night, but it ain't as bad there as Atlanta, Birmingham, or Memphis, not by a long shot
from what I have heard, Baton Rouge is on par with the 1st 3
but acting like "oh nos, I will get shot just for being white" is silly
