Where is the best place to buy an iPad?

If you’re ordering online, B&H Photo (don’t let the name fool you, they sell all sorts of tech) is a good option. We’ve purchased laptops, cameras, a smart watch, etc. through them.
If you are wanting to shop and look at your different iPad options, I would go to an Apple Store if you have one near you. If you go there, try to go on a week day, because it’s a crowded place.

Apple regulates the retail prices on their products so its unlikely you’re going to find a better price somewhere. I would just go to Best Buy. Easiest place to get in and out quickly, has useful employees, and they’ll price match a bunch of places if you happened to find it cheaper online.

Its an ipad, they cost the same everywhere. Just buy it through apples website or go to the apple store.

I hadn't thought about this...with that in mind, I'll probably just try to hit the best buy sometime when it is not too crowded.

This is a good option. They often have good sales plus no sales tax assessed for out of state buyers.
