BUT is the money really being blown? Even in this scenario, folks who help keep the economy revved and moving are benefiting and yes the government will recoup some of this back in tax/lottery revenues as well. There are elements of "necessary evil" in an economy for it to function properly.

Again, "wasted" money still goes somewhere. The somewhere has needs and most of the time contributes in some form back to the overall economy.
It's like when the issue of tax cuts for private airplane depreciation came up years ago. While many folks would look at someone having a private airplane as a "waste" or excessive, my goodness...how many folks, including the average Joe factory worker, benefit from making product that goes into these planes. If you sat down and thought it out further you can come up with all sorts of jobs that revolve directly or benefit indirectly from the private plane industry thriving. If something is done to thwart that industry, it has ripple effects that travel far beyond the millionaire who has the plane.

I would say this depends greatly on where said couple resides. New York or San Francisco, this $200k couple is certainly not rich.
