When people buy any of the 'Ice' beers, do they sign an agreement to litter?

One never sees a bottle/can of decent beer on the side of the road. It's always some low rent ICE.
Other than the obvious answer of 'trashy people buy Ice beers', is there something behind this?

No, because you excluded the actual answer from being given. Trashy people litter, trashy people buy ice beer. Therefore, the odds are strong of a person littering with an empty ice beer.
