There's a lady with whom I work who does this all the time. She's a nice lady, and I like her. But this annoys the shite out of me. Everything is to be blamed on the moral degradation of today's society. I tried having a minor discussion with her about it when we first started working together, but she didn't go for it. One of my best friends starts every explanation with "see, this is the thing..."
I also get aggravated when someone responds to everything with "no, but..." followed by an explanation that isn't in disagreement with me. Why the "no".
I've notice Bobby Hebert does this a lot on the radio when he agrees with someone's point. He'll say "no, but yeah".
