When your balls drop. However, babies look cute in oversized t-shirts so I guess as long as your dick is still attached to your crotch it's okay.

I do. I sometimes wear long sleeve t-shirts under button downs and on weekends sometimes wear short sleeve tees under long sleeve ones. All color coordinated of course. I know. I'm doing it wrong. But it works for me.

I wear a wife beater undershirt under everything even T-shirts.

This way if I have to do something that would ruin my shirt (changing a tire, lifting something muddy or greasy, etc...) I can slip it off instead and ruin my undershirt instead of my other shirt.

As long as the undershirt isn't longer than the top shirt, then any time is acceptable. I personally only wear them to social events where a suit/coat and tie is warranted.
