I think the impeachment is what really pushed him over. It was a case of if you guys want to play dirty, then ok.

Corruption has been a problem since the French colonial era, and his actual initiatives (as opposed to rhetoric) were modest - free textbooks, school lunches, old age pensions.

In terms of machine politics he simply beat the Bourbons at their own game.

you're on the assumption that those states achieved roads, bridges, and universities on par with ours. This isn't the case
