I think the impeachment is what really pushed him over. It was a case of if you guys want to play dirty, then ok.

Those that defend him fail to explain just how every other backward southern state of the time achieved the aforementioned paved roads, state universities, bridges and everything else WITHOUT a criminal as governor.
