Who knows what it means in the modern context. The pessimist in me would assume that it's for political/ideological reasons.

However, George Marshall replaced Navy COs at a rapid rate at the onset of WW2. Some of which did respectable jobs in their commands and even had solid track records in actual combat command.

I am guessing as we move into more uncertain international times the Navy is trying to update officers to match updated tactics and equipment. Whatever theater the next major conflict will be the tip of the spear is always the Navy.

I’ve known and worked with quite a few guys from West Point and they are all solid guys and were good officers while they served.

My first CO had a mistress in Miami. Our sub would run from Groton to Miami (Port Everglades) at least 5 times a year when we were in between deployments. The crew didn’t mind bc she was rich and often had an open tab at a bar waiting for us.

I didn’t say it but I I thought to myself,so promotions based on kissing arse,not job performance.
I was wavering on reenlisting,that was one the things that played in to my decision to get out.
I didn’t like the idea of my superior officers not being the most competent but the best arse kissers.
