National Guard is controlled by state governors, unless they are federalized.
The insurrection act allows the POTUS to get around posse comitatus and use troops (whether active duty military or federalized NG) to keep the peace domestically.

Trump has already more than likely committed political suicide with his antics during this. May as well go for the gold.

As said, it allows the President to use active military to patrol the streets.
The last time it was used was in the 90s during the Rodney King riots in LA. And it was at the request of the Governor of California, as the National Guard was unable to handle the riots. Since LBJ, it’s only been invoked at the request of a Governor.
