Back in the old days (1930's), my grandad, had some land around Leesville. My aunt tells a story of him finally catching his neighbor dumping trash in the creek that ran thru his property. My grandad was a survivor of WW1, gassed, shell-shocked, hand to hand combat etc. He didn't play. She said she was with him when he caught the guy red-handed. She said he had his 4-10 shotgun with him (which I have now) and told him he had 5 minutes to get it all out of the creek. He never had to do it again. I don't advocate that, and he would have ended up being in prison, but its a story along the same lines.

you didn't answer my question, will he still be invited to family Christmas parties, Thanksgiving, reunions, etc,?

This is a very rare example of the OP handling it the best way possible. But he will just dump on some other property.

People would rather drop their shite on the road than pay $10 to the dump.

call the cops, its safer that way, just in case he was a crazy person who might turn around and harass you and your family for saying anything about it.

plus getting a $500 fine for illegal dumping and another fine on top of that for trespassing, on top of having to come remove the trash and haul it away, ensures that he wont try doing it on someone else's property next time.

I spoke with a sheriff friend.
He says they have little recourse when it comes to dumping, and that they can only write tickets for misdemeanors when they see the action take place. The only time this isn't the case with misdemeanors is with certain types of assault.

I would have also gotten the police involved and had this count pay a fine. He deserved it.

I appreciate your tenacity, I wouldn't have dug through some random trash though. There could be a hypadermic needle or who knows what.

However I would probably at least peek inside to make sure there weren't human parts though if it was as sketchy as you described
