Time sure feels linear, and I think for our purposes and in terms of physics it is. We can't really take advantage of it being anything else, so while I love to ponder the complexity, I can't apply it.
Chaos is definitely something to be accounted for. You can make all the plans that you want, but someone's mistake or series of mistakes that you can't foresee can be the end of anyone's little story. Obviously there are decisions and choices we make that make those things more likely, but the chaos can still spring out of the blue.
Most disasters could have been seen coming, but there were people too far removed from those critical decisions to be able to predict them. Some things people can predict and avoid, but some of them will be just a fluke you can't prep for, i.e. chaos.

I had a similar thought string yesterday while mowing. When new technology comes out, we act as if we have invented something. In reality, all the material and laws of physics have always existed and anything that exists now, or in the future, could have existed at any point in time. The principles of making, say a computer, existed in the same time that pyramids were being constructed. Maybe that's too close of a conspiracy theory to use as an example. The principles of creating a combustible engine automobile existed at the same time as cavemen were walking around caves.

No, that's what gives me a pause agreeing with that philosophical view. It kinda diminishes the chaos variable, but then again chaos variable is a low probability occurrence. Even though it seems chaotic things happen daily, to a single individual it's a very insignificant impact. But yes, it can happen, so yes the quote is definitely not bulletproof.
However if you examine key elements that led to an important event, there were clues and signs long before the event that it was possible for it to happen, if not likely. It makes one think hopefully and examine the trajectory their life is taking and what clues that can take to maybe augment it.

You're correct. All the drones, ebikes, ecars, etc... is WW2 era tech of electric motors. They had electric "drones" in WW2 powered by battery, but they couldn't make batteries smaller and they didn't have programming and controllers to make it more sophisticated.
As soon as people figured out that mixing sulfur with charcoal and potassium nitrate makes instant fire, the invention of high explosives was inevitable. And once Nobel figured out that mixing nitroglycerin and saw dust/diatomaceous earth can make usable explosives, nuclear weapons were inevitable because the man would keep pushing to find the ultimate eraser button.
The surveillance state, AI facial recognition, drones, it's a sign of things to come.
